QDB Main Sectors

 

QDB focuses on accelerating the development and diversification of the economy of Qatar in line with the ‎Qatar National Vision for the year 2030. ‎To achieve this goal, the bank invests in the private sector by supporting local entrepreneurs, as well as providing housing and development related initiatives on behalf of the government of Qatar.

We focus on the following sectors that may potentially have positive impact on the social and economical standard of living in Qatar, leading an important role in their development:

 
 
The Industrial Sector
 

Manufacturing What is included?

 

The industrial sector compromises mechanical, physical or chemical transformation of materials or assembly of components into new products.‎

What do we finance?

 

‎Facilities available to industries in this sector include funding for the construction of a factory and the installation of business related machinery, equipment and other fixed assets.‎ ‎QDB encourages applicants to apply for a working capital facility close to the beginning of the production process.‎

‎For existing companies, the facility includes financing of business expansions, e.g. relocation of a factory and installation of new machinery to increase production capacity, among others.‎
The AL-DHAMEEN program allows manufacturers to fund tangible fixed assets and intangible assets and provides working capital for business continuity.‎

How do we finance?

 

Projects in the industrial sector are eligible both for direct loans through QDB as well as indirect loans through partner banks through the AL-DHAMEEN program, depending on the size of the project.‎

The Medical Care Sector
 
Health

What is included?

 

Qatar’s medical care sector has come a long way since the country’s first hospital was opened 50 years ago.‎ Today Qatar boasts of a country wide network of hospitals and medical care centers with advanced medical equipment and highly qualified staff.‎ ‎The number of private medical service facilities has expanded to 675, helping to ease the burden on key medical care centers such as Hamad Medical Center.‎ ‎The private sector is expected to play a leading role in Qatar’s medical care sector.‎

What do we finance?

 

‎QDB is working to synchronise its financing objectives regarding private health service providers with those of the Supreme Council of Health and the Ministry of Health in Qatar.‎

QDB welcomes financing applications for the establishment of health clinics and support services and is always willing to welcome and review new ideas from healthcare professionals.

How do we finance?

‎Applicants for a loan smaller than 10 million QR, will apply for the AL-DHAMEEN program, whilst for projects with loan requests exceeding 10 million QR, direct loans will be available, whereby financing can be provided either for up to 60% of the total project costs or up to 80% of core business related equipment.‎ The direct loans have a maximum tenor of 8 years within which is included a grace period reaching up to 2 years.‎ The annual profit rate levied on the loan is 2.5% - 4% per annum and an additional 1.0% upfront, one off fee.‎
 
 
‎The Education‎ Sector
 
Education

What is included?

 

‎In Qatar, QDB proactively coordinates with the Supreme Education Council and the Ministry of Education and Higher Education aiming to provide suitable and feasible financing solutions for the education sector.‎ ‎A joint committee has therefore been established between representatives of QDB, the Supreme Education Council and the Ministry of Education and Higher Education.

What do we finance?

 

While financing the education sector, QDB focuses on primary education, ranging from the nursery education right through to university. QDB welcomes any new financing applications and ideas in these areas.‎ Financing is not currently available for Higher Education institutions or activities, as support in this area is adequately provided for through other sources.‎

How do we finance?

 

The financing required for establishing an educational project will be provided by QDB through the direct loan program. ‎The direct loans have a maximum tenor of 8 years within which is included a grace period reaching up to 2 years. ‎‎Up to 60% of the total project costs can be financed by QDB. The annual profit rate levied on the loan is 2.5% - 4% per annum and an additional 1.0% upfront, one off fee.‎

 

 
 
‎The Tourism Sector‎
 
Tourism

What is included?

 

The tourism sector in Qatar has made impressive progress in the last few years capitalizing on Qatar’s role as a host for international conferences and forums.‎ ‎The hospitality and tourism sectors have also benefitted from the government’s plans to boost tourism activities.‎ Winning the honour of hosting the FIFA 2022 World Cup football tournament in Qatar will provide further significant impetus to Qatar hospitality and tourism sectors in the short and medium term.‎

What do we finance?

 

Tourist facilities, recreational centers, exhibition halls, shopping centers and sports centers will also need to be developed in order to cater for the large inflow of tourists and football supporters during the FIFA 2022 World Cup sessions.‎

How do we finance?

 

‎In order to provide support to a tourism sector expected to grow and develop significantly in the short and medium term as outlined above, QDB extends financial support to the tourism sector through its direct loans program under which long term loan financing is available either for up to 80% of the cost of core business related equipment or up to 60% of the total project costs. ‎The direct loans have a maximum tenor of 8 years within which is included a grace period reaching up to 2 years.‎ The annual profit rate levied on the loan is 3.0% per annum and an additional 1.0% upfront, one off fee.‎

 

 
 
The ‎Agricultural Sector‎
 
Agriculture

What is included?

 

‎Agricultural activities involve the growing of crops and processing for local markets.‎ Due to Qatar’s desert climate, agriculture is limited to the purchase of greenhouses and associated farming equipment and tools for irrigation on private farms.‎

‎We are collaborating with the state owned agency HASSAD towards improving the conditions for loans to clients in this sector and developing the industry.‎ There are plans to eventually set up a market to sell farmers produce.‎

What do we finance?

 

Loans are currently restricted to direct loans only, reaching 1 million QR per farm.‎ Under new loan conditions, a handover of 200,000 QR in cash will be granted to the farmer for associated costs, while 800,000 QR will remain with the bank and be paid directly to the third party agricultural suppliers with whom we work.‎
 
This funding is not available for companies and is restricted to Qatari individuals only.‎ One person companies and other legal types of companies are excluded.‎ Applicants must hold a Farm Position Card from the Ministry of Environment and a land lease/ownership deed.‎

 

How do we finance?

Projects in the agricultural sector are eligible for ‎direct loans only.
 
 
The Livestock Sector
 
Livestock

What is included?

 

‎Activities in this sector relate to the raising and breeding of animals such as cattle, camels, sheep, goats etc.‎
Loans in this sector are granted for the sake of farming, lease or purchase of animals for sale and consumption.‎ ‎Loans are restricted to direct loans only, reaching 1 million QR per loan. A maximum of 300,000 QR is provided to buy livestock, 200,000 QR to build appropriate water facilities and the remaining balance for associated costs.‎

What do we finance?

 

This funding is not available for companies and is restricted to Qatari individuals only.‎ ‎One person companies and other legal types of companies are excluded.‎ ‎No feasibility study is required.‎ To qualify for a livestock loan, applicants must be citizens of Qatar, male or female, and be over the age of 21.‎ Applicants must also hold a certificate proving land ownership or a rental agreement to lease land.‎

How do we finance?

Projects in the livestock sector are eligible for direct loans only. Applications must be made to the Ministry of the Environment, providing documentation such as an ID card to obtain a license that will be given to QDB, who will grant the financial aid.
 
 
The Fishing Sector
 
Fisheries

What is included?

 

Activities include aquaculture involving the farming and harvesting of fish, crustaceans, molluscs and other marine organisms, along with products like pearls and sponges, which requires various types of fishing gear such as nets, lines and stationary traps for coastal and off shore waters.‎

What do we finance?

 

Fishing sector loans are based upon direct loans only and are exclusively for the sake of purchasing a boat engine and fishing equipment (tools, nets, communication devices and safety equipment).‎ ‎The total number of boats per loan should not exceed 3 with a maximum limit of 750,000 QR.‎ ‎Each boat should not exceed 250,000 QR, an engine for 150,000 QR and 100,000 QR for fishing equipment.‎

 

‎A businessman wishing to own 8 or more boats must produce a feasibility study to present to QDB.

How do we finance?

The financing scheme for the fishing sector is restricted to individuals via direct loans only. ‎One person companies and other legal types of companies are excluded.‎ ‎To qualify for a fishing sector loan, applicants must be citizens of Qatar and must hold a fishing boat license from the Ministry of Environment, and a certificate proving boat registration from the Department of Maritime Affairs at the Customs and Ports General Authority.‎
 
 
The Services Sector
 
Services

What are the relevant services?

Although the bank doesn't apply strict qualification rules for this sector, But applicants must prove their ability to fill an existing gap in Qatari services sector, or providing a suggestion with a unique value, or a solid individual initiative.‎

What do we finance?

The bank provides financing for the total cost of the project, as well as working capital requirements. ‎

How do we finance?

The Bank provides financing for services sector through "AL-DHAMEEN" program only (no direct lending). ‎


Eligible companies with projects in these sectors can apply directly to the bank for project funding. ‎Projects showing added value to the economy of Qatar will be considered favourably.‎ ‎Facility terms and conditions vary from sector to sector. QDB will carry out the usual measures of inspecting the creditworthiness of each applicant.‎ ‎We provide both traditional and Islamic financing services. Eligibility to apply for direct loans from QDB varies between sectors and project dimensions. ‎Please refer to the respective sections for details.‎


Please note that QDB will not lend money for company acquisitions, speculative activities related to real estate or the refinancing of expensive loans.‎

Documents Required for a New (and existing) Manufacturing Project :‎
  • Formal written request for a loan including loan amount and loan tenor
  • Valid Commercial Registration, Industrial License, Environment Permit and Articles of Association
  • Copy of feasibility study prepared by an independent consultant
  • Copy of Land lease/Ownership deeds with maps explaining the size and factory location
  • A quotation of the project’s machinery and equipment directly from the manufacturers; attached with it a copy of the specifications
  • Engineering Designs (i.e. architectural, structural and services –electrical & mechanical-) of the approved project buildings and Bill of Quantities and Material Specification
  • Copies of authorized signatories’ ID (Qatari ID card or passport copy of non-resident or overseas sponsor)

Additional requirements‎ for existing projects:
  • ‎Financial statement of the company for the last three years, or other relevant information as deemed appropriate by QDB.‎
