What is the objective of ELP?
ELP aims to foster a culture of entrepreneurship among Qatari government employees, and pushing forward the development of the entrepreneurial climate in the country. This, in turn, is part of the overall vision of Qatar Development Bank, which aims to develop innovative Qatari entrepreneurs and contribute to the diversification of the economy through successful SMEs that are competitive in international markets.
Why you should apply?
ELP program target Qatari Nationals employed with government entities governed by the Civil Human Resources Law No.15 of 2016. This program will provide 2 years career break with the actual monthly salary (Basic Salary + Social Allowance) which shall not exceed 50,000 QR. The applicant’s salary on the date of receiving the contract will be considered while determining the compensation in cooperation with his employer. This program will also provide access to several of training programs for project development, along with a great chance for networking with successful entrepreneurs. The applicants will also get benefit from QDB services packages.
Who is eligible for the program?
Candidates must
meet ALL the criteria below to be eligible for the program

Qatari nationals

Government employee (governed by Civil Human Resources Law No.15 of 2016)

Must be over 18 years of age

At least 3 years of work experience and at least 1 year of service with the current employer
- Must own at least 25% of an existing SME that is operational
for at least 2 years
- Must obtain consent from Board of Directors to participate in the program
What compensation will I receive during the program?
Accepted candidates will be granted a 2-year paid leave from their existing job to focus on their business ventures. The maximum salary that will be paid to each beneficiary will
be the actual monthly salary (Basic Salary + Social Allowance) which shall not exceed QAR 50,000 . The applicant’s salary on the date of receiving the contract will be considered while determining the compensation with his employer.
