Entr​epreneurship Leave Program (ELP)

brief About The Service

Qatari entrepreneurs are facing a challenge to balance a-day to day government job requirements and running their own business. In cooperation between Qatar Development Bank and the Ministry of Administrative Development, Labor and Social Affairs, the (ELP) program gives these talented Qatari nationals the opportunity and support to develop and work full time on their business by taking a career break on condition of devoting their full time to develop their businesses according to the agreed plan with Qatar Development Bank.

What is the objective of ELP?

ELP aims to foster a culture of entrepreneurship among Qatari government employees, and pushing forward the development of the entrepreneurial climate in the country. This, in turn, is part of the overall vision of Qatar Development Bank, which aims to develop innovative Qatari entrepreneurs and contribute to the diversification of the economy through successful SMEs that are competitive in international markets.

Why you should apply?

ELP program target Qatari Nationals employed with government entities governed by the Civil Human Resources Law No.15 of 2016. This program will provide 2 years career break with the actual monthly salary (Basic Salary + Social Allowance) which shall not exceed 50,000 QR. The applicant’s salary on the date of receiving the contract will be considered while determining the compensation in cooperation with his employer. This program will also provide access to several of training programs for project development, along with a great chance for networking with successful entrepreneurs. The applicants will also get benefit from QDB services packages.

Who is eligible for the program?

Candidates must meet ALL the criteria below to be eligible for the program

  • Qatari nationals
  • Government employee (governed by Civil Human Resources Law No.15 of 2016)
  • Must be over 18 years of age
  • At least 3 years of work experience and at least 1 year of service with the current employer
  • Must own at least 25% of an existing SME that is operational for at least 2 years
  • Must obtain consent from Board of Directors to participate in the program

How to apply?

Following documents are required to be submitted at the time of application:

  • QID Copy
  • A copy of your resume/CV
  • Copy of Commercial Registration of your company
  • Detailed business plan (Click here to review th​​e requirements fo​r the business plan)
  • Audited Financial statements for at least the last 2 years
  • Salary certificate (stating position, date of joining, monthly salary, and social allowance)
  • Certificate stating completion or exemption from military service
  • Education certificates (e.g.: university diploma)
Applications will be open between October 13 and December 24, 2019

What is the overall process?

  • Stage 1 : Applicants submits an online application (starting from October 13 till of December 24, 2019)
  • Stage 2: The committee will review all written applications and conduct site visit for the first stage, the selected applicants will be invited to conduct the first round of interviews.
  • Stage 3: If the applicant clears on the First-Round, applicant will be invited to a second interview for final with external selection committee composed of governmental and private institutions .
  • Stage 4: Selected candidates will receive a contract to enrolled in the ELP.
  • Stage 5: QDB will be monitoring the performance of the admitted Entrepreneurs to the ELP program and measure their performance up on the agreed plan.

What compensation will I receive during the program?

Accepted candidates will be granted a 2-year paid leave from their existing job to focus on their business ventures. The maximum salary that will be paid to each beneficiary will be the actual monthly salary (Basic Salary + Social Allowance) which shall not exceed QAR 50,000 . The applicant’s salary on the date of receiving the contract will be considered while determining the compensation with his employer.
