H.E. Mr. Ali Ahmad Al-Kuwari is Chairman of the Board of Directors at Qatar Development Bank. He is also the Minister of Finance, bringing with him more than 30 years of experience in the banking and financial industry in Qatar.
In his ministerial position, H.E. Mr. Al Kuwari is responsible for planning and overseeing the implementation of economic policies aimed at promoting sustainable development at the national level in line with the Qatar National Vision 2030.
In addition to his current position, H.E. Mr. Al-Kuwari is Chairman of MasterCard Middle East and North Africa Advisory Board, Chairman of the Board of Directors of Qatar Financial Center, Chairman of QNB Capital (the investment banking and advisory arm of QNB Group) and Chairman of QNB Privée Suisse in Switzerland. He is also Vice Chairman of Qatar Exchange, as well as Member of the Board of Directors of Qatar Investment Authority, Member of the Supreme Council for Economic Affairs and Investment, Member of the Board of Directors of Qatar Petroleum and Member of the Board of Directors of National Tourism Council.
Prior to joining QDB, H.E. Mr. Al-Kuwari served as Group Chief Executive Officer of Qatar National Bank from 2013 to 2018.
H.E. Mr. Al-Kuwari holds a Master of Science in Information Systems Management from Seattle Pacific University, and a Bachelor of Mathematics and Computer Science from Eastern Washington University. He successfully attended several executive programs at Wharton School of Business, London Business School, Cambridge University and Duke University.

His Excellency Ahmad bin Mohammed Al-Sayed is currently Minister of State, Board Member at Qatar Development Bank and Chairman of the Board of Directors at Free Zones Authority.
His Excellency Al-Sayed plays a pivotal role in the governance of Qatar Development Bank, overseeing its management and providing organizational leadership.
Previously, His Excellency Al-Sayed has served as Chief Executive Officer of Qatar Investment Authority and Qatar Holding, where he played a major role in building, overseeing and managing Qatar Sovereign Wealth Fund. During his tenure, His Excellency Al-Sayed executed substantial deals such as the Qatar Investment Authority/Qatar Holding investment in Credit Suisse and Barclays Bank, engineered the Merger of VW and Porsche as well as Xstrata and Glencore, the take-over of Songbird and Canary Warf Group, and the acquisition of Harrods Group, Iberdrola Energy, Tiffany, Heathrow Airport and many others.
Prior to joining Qatar Investment Authority, His Excellency Al-Sayed held key roles in various local and international institutions, including the Supreme Council for Economic Affairs and Investment in Qatar. His Excellency Al-Sayed has also served as board member for different local and international companies including Qatar National Bank, Canary Wharf Group and Volkswagen Group, Vice Chairman of Qatar Exchange and Executive Chairman of Harrods LHD.
His Excellency Al-Sayed holds an MBA with Trium Global (from LSE, NYU Stern, HEC Paris), and a Master of International Banking & Financial Law from Boston University, as well as an LLB from Qatar University. He is also a PhD candidate at Oxford University, London.
Deputy Undersecretary for Economic Affairs – Ministry of Finance
Saud’s experience spans over 10 years in the economic and financial sector. Prior to being appointed Deputy Undersecretary, he led the Economic Policy and Research department from 2015-18 to become in charge of managing the Public and Private Partnership (PPP) law and projects.
Saud’s key achievements are the Legacy Framework at the Supreme Committee for Legacy and Delivery, PPP Legal and Technical framework at the central Government, and various economic initiatives at the domestic and global level.
Mr. Salman Mohamed Kaldari is a Board Member at Qatar Development.
In his current position, Mr. Kaldari plays a pivotal role in all aspects related to the institutional development of Qatar Development Bank, providing knowledge and expertise related to institutional development, technology employment, and administration improvement, serving as one of the prominent players contributing to the digital transformation in Qatar.
Mr. Kaldari brings 14 years of executive experience across different public and private entities, in addition to being a successful entrepreneur, brilliant in solutions engineering. Prior to joining the board of Qatar Development Bank, Mr. Kaldari led and managed many strategic programs responsible for the digital administrative transformation of Qatar, such as Qatar Digital Government and Qatar Clearance Single Window Programs. Mr. Kaldari was also a leading executive of many technology companies such as McKin Technology and Qatar National Broadband Network (Qnbn), and he has contributed to the development of these companies’ strategies, enabling them to introduce new products and increase their market share.
Mr. Salman Mohamed Kaldari holds a Bachelor degree in Computer Science from Qatar University, and an Executive Master degree in business administration from Plymouth University in England.
Board Member, Chief Executive Officer, Hassad Food
Mr. Mohamed Badr Al-Sada is a Board Member at Qatar Development Bank. Mr Al-Sada is also the Chief Executive Officer of Hassad Food since June 2017.
As a board member at Qatar Development Company, Mr. Al-Sada plays a pivotal role in setting the general policies of the bank and strategizing its growth, thanks to his expertise in different sectors, including investment, telecommunications, oil and gas.
Prior to joining Qatar Development Bank and Hassad Food, Mr. Al-Sada held several executive positions in many governmental bodies. He started his professional career as an engineer in one of the leading national gas corporations, where he took part in the development of the most important Dolphin Energy projects, the experience that led him to live and work for 2 years in Japan.
Mr. Al-Sada later worked for Vodafone Qatar as a Chief Operating Officer and then as a Chief of Business Development, in addition to working at senior positions in Qatar Investment Authority.
Mr Al-Sada holds an Engineering degree from the University of Arizona, USA.
Mr. Abdulaziz Al Ansari is a board member at Qatar Development Bank, bringing with him over 14 years of experience in the Energy and Industry sector. Mr. Al Ansari also holds the position of Manager of Supply Chain Localisation at Qatar Energy
Prior to joining QDB, Mr. Al Ansari was Country Director of Baker Hughes, and Country CEO for GE Oil & Gas Qatar where he was in-charge of leading both organizations, and delivering financial and operational commitments.
Mr. Al Ansari has a Bachelor of Science in Mechanical Engineering from Qatar University.
